How does the Admissions Office deal with multiple TOEFL scores

Does it consider
1) the highest score
2) the latest score, or
3) an average of the scores?
1st Opinion
All the scores that the applicant reports are reflected in a worksheet that has a summary of GPA, degree(s)earned, GRE and TOEFL scores.
So, if the applicant has taken the multiple time it will show scores from various tests.
Every school has a minimum required score for graduate admission consideration which generally is
IBT 79
CBT 213
Paper based 550
One of the applicants scores must meet this minimum requirement before his application can be processed and should not be older than two years.
2nd Opinion
We use the highest score. We do this because we recognize that our score
requirements are very demanding, and that any one time test of English is
only an approximate measure of English facility.
For the PBT and the CBT, which have stand alone TWE/Essay rating scores from
essays that must be written in response to a prompt that could be considered
biased in some cultures, we will also allow an acceptable TWE/Essay rating
of 5.0 from one test date to be combined with a total acceptable TOEFL score
from one other test date, to satisfy our English facility admission
requirement. We cannot do this for the IBT, as its Writing component score
is only partly derived from this essay assignment, and it is not a stand
alone score - it is also rolled into the total score. We will not allow the
mixing and matching of other TOEFL component parts from various test dates
for fear that this might jeopardize the overall integrity of the test.
