I am a great one for encouraging students to go to top programs. I am of the opinion that top programs do want or recommend you to take GRE as this facilitates their decision process. By this it is not implied that the schools waiving the requirement of GRE are not decent ones. They are not insisting on GRE because in their considered opinion GRE restricts their choice of candidates or they are facing stiff competition from other similar programs.
Most of the 2nd tier or lower ranked universities waive off GRE requirement for domestic applicants having ABET accredited undergraduate degrees. Thus this list is primarily meant for international students.

2.South Dakota State University Master of Science:Engineering,
with coursework in Computer Science Department of Electrical Engineering

The Master of Science in Information Technology (MSIT) NO GRE NO Application Fee 4.Oklahoma State University We do not require GRE for our MS degree
program in computer science.
We do offer graduate assistantships
on a competitive basis depending on funding.
5.Oklahoma State University CS & EE 6.ST. Thomas University Software Engineering 7. University of Wisconsin-La Crosse
Master of Software Engineering (MSE) The GRE is not required at this time.
However, it is recommended to submit GRE
scores along with the application materials.
This will speed up the application process
for international students. Fall term deadline is May 1
and Spring term deadline is November 1. 8.Penn State University - Harrisburg
GRE is not required for acceptance into
the program.However, it is required
for consideration for financial
assistantship.International students
must submit their transcripts for
evaluation by ECE
(Educational Credential Evaluators, Inc.).
Penn State Harrisburg requires the Course
by Course evaluation. ECE will send
the evaluation directly to
Penn State Harrisburg
